Porter Airlines Members: Why Scope Work must be addressed in the next Collective Agreements

As we gear up for our next collective agreements in 2027, a critical priority is securing strong scope work language. This is especially vital for our members, including those in Customer Service, Ramp, and Fixed-Based operations (FBO).   Note: FBO members, your collective agreement expires in May 2026.

HERE’S WHY SCOPE WORK IS ESSENTIAL FOR PORTER AIRLINES MEMBERS:

• Protecting Our Jobs: A clear scope work clause in a collective agreement defines the tasks assigned to our bargaining units, whether it’s customer service, ramp or fixed operations. Without it, Porter Airlines could outsource or reassign our work to non-union workers or contractors, threatening job security for our members across Toronto, Ottawa, Halifax and beyond.

• Safeguarding Our Roles: As the airline grows, clear scope provisions ensure that our members perform the work for which they're trained, preventing management from shifting roles to non-union staff themselves.

• Strengthening Bargaining Power: Strong scope clauses limit Porter Airlines' ability to subcontract or redefine our work, preserving our bargaining leverage. This is critical as we negotiate for better wages, scheduling, and working conditions.

• Ensuring Fairness and Respect: Scope language protects against unilateral changes to our working conditions, a concern affecting all members of Porter.
  
  

What We’re Fighting For: In our next collective agreement, we’ll demand scope language that:

• Clearly defines our work

• Clearly defines what management can NOT do. (IE your work)

• Limits subcontracting to protect jobs.

• Address new work roles tied to Porter Airlines' expansion.
